DS 6.9 WinPE 2.1 Replace Tokens

We just upgraded to DS 6.9 from Ds 6.1. We are going from a DOS based imaging process to WinPE 2.1. In our DOS based imaging process, everything worked out great with the Replace Tokens script. In WinPE the image comes down fine (FAST!!), but the replace tokens script does not run. Here is my script:

Of course everthing is in one line. In the FIRM.LOG this is what it's reporting:

Possible resolutions:
Close all other applications and try again.
Exclude the volume from the task.
Exit Windows before running the task.

Has anyone have any success in the WinPE environment? Or has seen this issue come up before?
