Is there a way to remove the requirement to be a machine admin during the setup process?

I have an installation that doesn't require any writes to the Windows or System folders or to the registry. It's simply a way to help users get Microsoft Access mdb and related files loaded onto their workstations. Is there a way to remove the requirement for the user to be a machine admin while building a setup file using the Package Editor v7.3.0.250?
