give rights on package

Hi,
I want to give seperate rights for each application that u user can start. For instance for a hyperlink he/she needs only read and filescan and for an database program i want to give read, filescan + erase + write attributes.
I saw the "security" tab on the taskset but i'm not sure if that is the right way to give right pro application.
